Ministry of Industry and Commerce, Lao PDR ("we", "us", "our") provides the DTOP MoVe Mobile application ("App") to support vehicle import management for the Ministry of Industry and Commerce of the Lao PDR. This Privacy Policy explains what information we collect, how we use it, and the choices you have.
1. Information We Collect
1.1 Account & profile data
- Username, full name, role (Admin / Reviewer / Company / Importer), organisation, email address, phone number.
- Authentication credentials (passwords are stored as one-way hashes by our backend; we never see your plain password).
1.2 Business data you submit
- Company registration documents, vehicle import licence applications, exporter information, goods declarations and supporting attachments.
- Showroom & dealership inventory entries, end-user / buyer details required by Lao import regulations.
- Wallet top-up records, payment receipts and transaction history.
1.3 Device-level data (only with your permission)
- Camera — to scan or photograph documents you choose to upload.
- Photo library / files — to attach documents to an application.
- Location (when in use) — to suggest the nearest border checkpoint when filing an import. Location is never tracked in the background.
1.4 Technical & diagnostic data
- Device model, OS version, app version, language, IP address, request timestamps and crash logs — used to operate the service and improve reliability.
2. How We Use Information
- To authenticate you and authorise access based on your role.
- To process vehicle import licence applications and forward them to the relevant government reviewers.
- To maintain transaction and audit history as required by Lao law.
- To diagnose problems, prevent abuse, and improve the App.
- To send you in-app notifications about the status of your applications.
3. Legal Basis
We process your data to perform a public task entrusted to the Ministry of Industry and Commerce, to fulfil legal obligations relating to vehicle import regulation, and on the basis of your consent for optional device permissions (camera, photos, location).
4. Sharing & Disclosure
- With authorised government reviewers (DOIC / MOIC) responsible for approving your applications.
- With infrastructure providers strictly to host and deliver the service (e.g. cloud hosting, object storage, push-notification gateways), under confidentiality terms.
- When required by Lao law, court order or regulatory authority.
We do not sell your personal information and we do not use it for advertising.
5. Data Retention
Application records, licences and transaction logs are retained for the period required by Lao customs and commerce regulations. You may request deletion of optional content (e.g. profile photo) at any time by contacting us.
6. Security
Data is transmitted over TLS, stored on access-controlled infrastructure, and protected by role-based access control. Passwords are stored as one-way hashes. Despite reasonable safeguards, no system is completely secure; please contact us immediately if you suspect unauthorised access.
7. Children
The App is intended for business users (importers, government reviewers) and is not directed at children under 13. We do not knowingly collect data from children.
8. Your Rights
- Access, correct or update your profile data from within the App.
- Revoke camera, photo or location permissions at any time in your device settings.
- Request deletion of your account by emailing support@dtop-move.la. Records retained for legal compliance cannot be deleted but will be anonymised where possible.
9. International Transfers
Data is hosted on infrastructure that may be located outside the Lao PDR. Where data is transferred internationally, we use providers offering equivalent levels of protection.
10. Changes to This Policy
We may update this policy from time to time. The "Effective date" above will reflect the latest revision. Material changes will be announced in the App.
